We also have problems where TSVN fails to use the IE setting properly. Our requirement is that IE
should use a proxy but Subversion should not - the repository is internal. Ticking the Enable Proxy
Server won't help because we want to disable it! With our normal settings we get a similar error to
the one Milen sees.

How about having options to:

   - Use the IE settings
   - Use manual proxy settings
   - Don't use a proxy

Also, where does the proxy configuration stuff in the Subversion servers file come into this? Is it
ignored?
