Well, I don't think it's a bug.

But just in case anyone's interested in my unsolicited
opinion, I think that:

  (1) If a user is foolish enough (or has a specific
      reason) to want to set the min length to 0, that
      should be possible.

  (2) A default min-length of 10 characters with no
      clear indication of this isn't particularly
      user-friendly. I would *either* find someplace to
      show a "message is too short" warning (my first
      idea is the "OK" button, but that really needs
      to be grayed out, so I'm not sure where to put
      such a message), *or* set the min-length to 1 by
      default. Setting it to 1 still makes log messages
      mandatory, but it makes the dialog respond (by
      enabling the OK button) as soon as you type any
      key.

      Besides, someone who would just hit "x" to fill
      in a fake "log message" would probably type
      "xxxxxxxxxx" with the longer limit.
