Having this setting on the client side is definitely the wrong solution.
And I also disagree that version control is useless without log
messages. If I'm using a private repository just to backup some config
files on a local machine, log messages are not necessary at all.

Stefan, I'd ask that you please allow this setting to be zero
characters, and set the default to zero as well. While I appreciate the
fact that you're trying to educate people on proper version control
procedures, this is the wrong place to do it IMO, and I think
arbitrarily choosing a value of 10 will cause many people confusion and
frustration.
