You have two options:

1. go to the settings dialog, proxy tab. Adjust your proxy settings
accordingly (especially the exclude list for which ip's _not_ to use the
proxy).
2. Fix your proxy settings of the IE

The reason for you not being able to update anymore is that TSVN 1.0.7
uses the proxy settings from IE (i.e. the default Windows proxy
settings) if you don't specify a proxy explicitely in the settings page.
