Depends. If you really translated those and marked them manually as
fuzzy, you can treat those as "not sure". But usually "fuzzy" means that
the merging tried to automatically translate those strings.
Example: in poEdit, import a new pot file which has more strings in it
than your currently open po file. Then while importing those new
strings, they get translated automatically and get marked as fuzzy to
indicate that you have to check those if they're "understandable".

If you're not sure about the use of a word or a term, then use comments
in your po file. It's much better that way, because there you can
describe why you're not sure about something.
