Actually, the *reverse* setting would be by far much more usefull: some
way to have TortoiseSVN be alive *only* in this or that folder (off
everywhere, except in some designated folders).

Imo, TortoiseCVS has it right. (But I prefer SubVersion to CVS). ;-)
