[TSVN] Call for translators

Hi Folks,

I converted all the existing TortoiseSVN dictionary files from
SmartTranslator's .dic format to gettext .po files. Some of them are partly
incomplete, because translations are missing or because I had to remove
strings that broke the build. The SmartTranslator .dic files are still there
for reference, so you might be able to recover some of the strings I
deleted.

The current status of all the translations can be found at
http://tortoisesvn.tigris.org/translations.html

Dictionaries exist for:
Danish
Dutch
French
German (complete)
Japanese
Norwegian, bokmċl
Spanish
Swedish
Chinese, simplified (complete)
Chinese, traditional (complete)

Hopefully now every translator can get started. Please read:

go ahead.
