This is only implemented in HEAD, i.e. not released yet.
The file which you then can place in the root is called
_tsvnexcluderecursive or _tsvnexcludethis.

As it seems, Subversion will release version 1.0.6 next week on
wednesday - so TSVN will have another release on thursday or friday
then.
