You really should believe me when I tell you that it will use your local
working copy. After all, I wrote TSVN! And I know what it does and what not.
An URL->URL copy (branch/tag) is done if you use the repository browser
and use the copy command from there. The "branch/tag" command from the
explorer context menu will create the branch/tag from your working copy.
