There are two free projects that implement SCC for subversion, sourcecross http://www.sourcecross.org and subway http://nidaros.homedns.org/subway/
The MS NDA over SCC is a problem both but that may be changing due to the VSIP program. See the FAQ page on the sourcecross site for details.
There is a low cost commercial SCC provider for subway by PushOK. http://www.pushok.com
SCC is not the only source control interface for VS.NET The newer one is used by AnkhSVN http://ankhsvn.tigris.org/
