I may also add that there is a potential repos "corruption" risk here.

If I add a folder with swedish chars in the name from the repo browser's
context menu, it gets stored, not in UTF8 but windows-1252 and so gets
impossible for svn to decode to proper client locale (windows-1252 or
cp850 in my case) at client access.

When I got this problem I had to dump|filter|load the repos to get rid
of the 'broken' folder, as I coulden't access i for deletion from any
client.
