I'm really running out of ideas here. I can't reproduce the huge memory
use, no matter what I try.

But just to make sure it has nothing to do with iconv, please rename the
/iconv folder in the TSVN installation folder. Then try again. If
nothing changes, you can rename the folder back. If the problem gets
solved that way, try the new TortoiseProc.exe I sent you via PM.

They're documented in the help file, but anyway:
TortoiseProc.exe /command:commit /path:"path/to/working/copy" /notempfile
