Let me see if I get you right:
- you changed the passwords.
- Subversion asked for the passwords again
- TSVN asked you if you want to store those new passwords
- you said no to storing the passwords (the checkbox)
- TSVN keept asking for passwords

What's wrong with that? TSVN did exactly what it was told:
don't store authentication data - so the new password wasn't stored and
TSVN kept asking for it every time one was needed.
