I could be wrong, because I am not the one who implemented this
feature, but I thought all of the persistence and data for changeset
was stored by Eclipse. The Team API provides the framework for
Synchronize view and change sets and we just plug into it. So I would
think that code would control the behavior of closing and reopening
projects. Of course, it is also possible there is additional API to
implement. Part of the problem with the change sets is that they
never made the API fully public.
