Can you try doing this merge with the command line and see what
happens? I believe we are entirely relying on the SVN API for all of
this so the bug would presumably exist for the command line as well
and the fix would then need to come from SVN.

Also, are you using JavaHL or SVNKit? If you are using SVNKit, it is
possible the bug only exists in it.
