ah because all properties of all the files are in 1.7 all stored at
the root level
we dont really see this information anymore in 1.7?

Because this is quite annoying behavior of 1.6..
I never got it why svn is changing all files that have merge info even
if they are not in the merge itself..
So yes i use now only project level.
But sometimes a coworker doesnt do that and i have to delete all merge
info of those files he did commit.
