Looks like you are trying to add an svn+ssh:// repository. You need
to configure your SSH client for Subversion. See this section of the
docs:

http://help.collab.net/topic/org.tigris.subclipse.doc/topics/protocol.html

Since you have likely not already done this for the command-line
client, the easiest option is likely to change your Subclipse
preferences to use SVNKit in place of JavaHL. This provides you with
a GUI SSH client that is easier to self-configure on the fly.
