[Subclipse-users] Promote code feature?

Hi,
Is there a way I can have my team to only 'promote code' from say DEV to QAT environments in SVN?
I want to ensure that a higher environment can only have code, which is already int the lower environments.

Systems like Allfusion Harvest have good mature facility to 'promote' code and users do not have rights to directly check in new code in a higher environment.
