OK, I seem to have narrowed it down. Sorry for all the misinformation.

Here's how to reproduce the problem:
1. Launch Eclipse.
2. Right-click a file, select Compare With > Branch/Tag and enter a revision. It will compare the file against the revision you entered.
3. Compare the file again, this time against a different revision. It will compare against the revision you entered in step 2, not the one you just entered.
4. You can repeat with different revisions, but it will always compare against the first revision.
5. You have to quit and re-launch Eclipse to use a different revision.
