I work in "Working Set" mode exclusively and I have never seen this.

In my case I am using the Package Explorer view primarily though and
it is definitely up to the view to ask for the decorators.

If other Team plugins work, then the view cannot be blamed completely
though, so it is probably some kind of issue between the two plugins.
Someone that uses those tools would have to debug it and submit a
patch.
