If you are on Apache 2.2.11, as an example, you could put in the
latest APR OK. It is binary compatible. It could not be a 2.0.x
version though. APR has moved from 1.2.x to 1.3.x recently. So not
sure if Apache 2.2.8 could be updated. I think it can.

If they have it updated? I think the latest RHEL has it.

Probably. It supports RHEL 4, and I believe even works on RHEL 3.
The CollabNet RPM installs into a private space, so it is safe to just
try it. It does not replace any of your existing RPM's.

The downside, is that you have to use the Apache it includes etc,
which should be OK if just using it for SVN.
