You can get this error when you have to go through a proxy that does
not support WebDAV.

Try this:

1) See if you can add this SVN Repository:

http://svn.collab.net/repos/svn

2) If you cannot, then try this:

https://svn.collab.net/repos/svn <== Note the SSL

If this works then the problem is you are going through a proxy that
does not work with WebDAV.
