I use the CollabNet package for OSX and it works. It has:

$ ls /opt/subversion/lib/libsvnj*
/opt/subversion/lib/libsvnjavahl-1.0.0.0.dylib
/opt/subversion/lib/libsvnjavahl-1.0.dylib
/opt/subversion/lib/libsvnjavahl-1.dylib

And then I also have:

$ ls -l /Library/Java/Extensions/
total 16
lrwxr-xr-x 1 root admin 40 Mar 20 13:41 libsvnjavahl-1.jnilib ->
/opt/subversion/lib/libsvnjavahl-1.dylib
lrwxr-xr-x 1 root admin 35 Aug 7 2008 libsvnjavahl.jnilib ->
/opt/local/lib/libsvnjavahl-1.dylib
