On my installation (Subclipse 1.4.8, Eclipse CDT 3.4.0, Ubuntu 8.10, using SVNKit or JavaHL), the Commit dialog does not have the check box.

While it is true that explicitly telling svn to ignore files is better form than ignoring all unversioned files, in the case of some make and test systems (ltib and Vectorcast come to mind), extra files with truly random names are sprinkled into the source tree during building and testing. In many cases, these files are not removed by a clean command.
