You'd be better off asking on users_at_subversion.tigris.org as there a
lot more users to help. This is not a client-specific problem. If
you did your commit using the command line or any other client you
should get the exact same error. So what you ultimately need is some
guidance on getting the Apache server configured correctly.

Generally, you want the repository to be owned by the same user the
Apache server runs with.
