Wrong list. You probably wanted users_at_subversion.tigris.org.

The answer is going to be that it is a "simple matter of programming".
 Meaning, the hook script is just a program. If you want the
mailer.py hook script to only send out mails based on the content of
the change, then you need to modify the logic so that is the way it
works.

If your question really is then whether someone has already done that
and wants to share it, then it'd probably save a few mail roundtrips
to explicitly ask that in the first mail you send to that list.
