No, we do not have any search functionality. This must be new in
TortoiseSVN because I do not recall ever seeing that. I assume it
only searches the set of revisions it has loaded?

We have a separate changeset merge option that lets you just name the
issues you want to merge and the tool does the rest. But this only
works for the CollabNet issue trackers. There are docs on this in the
previous links I gave.
