JavaHL is infinitely better. If you are only doing really simple
stuff, then command line is fine, but I'd guess at least half of the
methods are not implemented in command line adapter. No work has been
done on it in years.

JavaHL can be used anywhere. See this FAQ for getting it:

If you cannot use JavaHL then use SVNKit if possible. Again, if you
just need simple stuff, like an Ant/build script might need, then
command line might be OK.
