Well it also includes 1.5.1 of the JavaHL Java code.

We include a copy of their plugin on our site because the mechanism of
pointing from one site to another is not very pleasant and is
dependent on the other site being available. In other words, if their
site was down you would not be able to install Subclipse even if you
did not want to use SVNKit. So when we do a release we just grab
their latest and post it for convenience.

There is also a problem on Eclipse 3.4 that it does not check their
site for updates automatically as it should (and does) in 3.3 and 3.2.
