It is true that the Eclipse proxy settings are not used by SVN. SVN
has its own settings maintained in the SVN runtime configuration area.
 ~/.subversion

For compatibility, SVNKit also uses this.

In addition, SVN does not currently expose an API that allows you to
push configuration information like this into the API before calling
it. This is something we have asked for so that we could take these
settings from Eclipse and provide them to the API.
