I got this working on OSX.

I never touched the Subversion config. It is just however it gets
created by default.

I am not exactly sure what specifically got it working. But I
configured my SSH connection so that it was using a key to login.
When I do it from the command line, I no longer have to enter a
password.

I also installed an application for OSX called SSHKeychain. However,
I am not sure if it actually does anything. I think if I had put a
passphrase on my key, it would prompt me for that passphrase.
