Yes, they should no longer cause any performance problems.

I would say the 1.3.x releases are higher quality than the 1.2.x
releases. The issue is that they require Subversion 1.5 client which
is in the release candidate phase. When Subversion 1.5 is GA,
Subclipse 1.4.0 will be released. Probably about a month.

If you installing on Linux or OSX, I would recommend you go here:

http://merge-tracking.open.collab.net/

Install the Subversion 1.5 client package for your OS, and then
install Subclipse from the update site hosted on that site. This will
auto-setup a working JavaHL for SVN 1.5 RC5. If you are on Windows,
then getting Subclipse from us does the same.
