Subclipse is prepared for translation. It includes translations for
Japanese, Chinese (both simplified and traditional).

You basically just need to translate the resource bundles that are
included with Subclipse. I'd imagine there are docs somewhere for
translating an Eclipse plug-in, or its resource bundle. Based on
comments in our existing translations it looks like the current
translators are using this tool:

I have not used it though.

You would want to do this against our trunk. See:
