That is the expected behavior. The 1.3.x releases are development
releases using Subversion 1.5. This was the announcement to let
people know about these releases:

It encourages you to read this so that you understand the implications
of using Subversion 1.5:

Technically, it isn't. TortoiseSVN has been publishing Subversion 1.5
builds for a while. In addition to their nightly builds, they have
also been issuing milestone releases:
