The core problem for this was reported and fixed in trunk. Will be in
the next release.

When I do this, the repository location creates it with the root URL
(which would prevent the rest of the problems). Did you already have
a location with the fiull URL from a previous attempt? That would
cause a new one to not be created.

This is not true at all. Team > Disconnect. Delete location, add new
one with root URL, then Team > Share. It connects it to the location
you added.

The rest of your suggestion was already implemented.
