This has all been done for the new release when SVN 1.5 comes out.
There are new compare options enabled in lots of new places. You can
do what you want today by using Compare with > Branch/Tag. If you
take the graphical option it is very slow though (unless your codebase
is small). Again, in the new version this and all other compare
options has been greatly improved ... in this case meaning fast.
