It seems to me that SmartSVN (Pro) does that well:

Alas, it is not open source, it is expensive and not integrated in
Eclipse. And Subclipse is better for other aspects.

Probably I don't get it well. My understanding is that the "Configure
Branches/Tags" solves this SVN weakness and a tree visualization could
leverage on it.
