Ah, but I don't want to add it to svn:ignore - other people may well
want to make changes and check it back in, and our deployment system
expects it to be there for the actual server.

If svn had a local-ignore I'd use that, but it doesn't. So Team >
Ignore works (or should) as long as I don't look at the command line tool.

The exact string "database.yml".

No, should it be? Ignored Resources says "Use this page to specify a
list of resource name patterns to exclude from version control."
