This is truly a required plug-in. If you do not have it installed,
then you only have the basic issue tracking features of Mylyn and
there is no need for Subclipse integration anyway.

The plugin you are looking for is located in the Mylyn feature named
"Mylyn Bridge: Eclipse SDK". I think you have to have the PDE
installed in order to have that Mylyn feature, so it is not included
in the packages that do not have PDE.

We are not in control of how Mylyn packages their code. I think this
was a last minute change that had something to do with some of the
code that they require and where it was moved in the Eclipse
packaging.
