I think you just need to setup TortoisePlink as the SSH client in the
Subversion config file in the runtime configuration area. Then select
JavaHL in the Subclipse preferences. Again, I'd test using the
command line to make sure the configuration is correct.

I *think* TortoiseSVN writes its configuration for this some place
else, so you cannot just immediately piggy back on the configuration
you did with it.
