Hi Kelvin,
 
    Would you disable any "user friendly" firewall you may have and retry? I'm sorry for insisting in this line of troubleshooting,
but the circumstances really point to a network configuration particularity.

Yes, TortoiseSVN was consistent. Subclipse preferences tab shows SVN Interfaces as JavaHL (JNI). Three are no firewall alerts
while trying to execute the command line or Tortoise checkouts.
