Are you using svn+ssh? I just helped someone in IRC with a similar
problem. Switching to JavaHL fixed it for them. They entered an issue with
SVNKit.

SVNKit has some good logging you can turn on, but I would only do so at the
direction of their support/development once they have narrowed down what
they want you to do. Email support@svnkit.com or enter an issue with them.
