I forwarded to SVNKit. For what it's worth I tried to recreate based
roughly on what you did (using SVNKit of course) and it all worked right. I
used file:// protocol.

It seems like you gave a pretty detailed recipe, so let's see what Alex at
SVNKit has to say.
