I received confirmation that this is a bug in SVNKit. They have fixed the
problem and it will be in their 1.1.1 release. When that is available you
should be able to update the svnkit.jar that is being used by Subclipse
1.0.4 and 1.1.9. Of course the next releases of Subclipse will also be
using this or a newer version of SVNKit.

Alex also told me that you can workaround the problem today by including the
port number in the URL:

svn+ssh://host:2222/repos
