That is actually a second prompt that JavaSVN added in order to allow you
to specify the username to use within SVN (as opposed to the one used for
the SSH connection). We did not have dialog for this, so they are just
reusing the username and password dialog. This has been addressed for the
next release.

Try using 1.1.8 and just entering a username and any password in that
dialog.
