I might not be understanding your question, but let me try.

If you checkout an existing project and there is a .project file found,
then it will scan it and check it out as the same kind of project. You
only get the new project wizard if there is no .project file in the
location you selected.

One thing you cannot do in SVN is checkout into an existing project in
your workspace. Just mentioning that in case that is where you were
headed with this. If you try to do that, it will delete any local files
that also have a file in the repository.
