I think this is a general problem in Subversion 1.4.0. I have not
followed every thread on their mailing list about this, but I think it has
something to do with SSPI authentication and the version of Neon used in
the official builds. Hopefully it will be addressed in 1.4.1.

I will be releasing Subclipse 1.1.8 this week and it includes an updated
version of JavaSVN. You might be able to switch to that adapter and have
it work.
