If you can get something repeatable, I can see if I can repeat it.
Otherwise, maybe check the error log to see if there are any exceptions
logged or anything like that.

1.1.8 will be out next week and will include a new JavaSVN, so that will
at least rule out the possibility that JavaSVN is being used. That would
cause this problem since it cannot read the 1.4 WC format.
