I changed from 1.1.6 with javasvn and svn-server-1.2.1 to 1.1.7 with javahl
and svn-server-1.4.0.
I have a feeling the problem might be associated to have made property
changes across the entire repository to allow us to use the bugtraq
properties for the comment dialog. Any history we retrieve will continue a
recent update that includes all files in the repository so that may increase
dramatically the time to do the history for any file.

Might help to know what you upgraded from. I do not think JavaHL is
slower than JavaSVN for this, but can't say I have tried to measure it. It
is a mostly server-side and network task so there is not a lot of room for
one to be faster than the other.
You might check your prefs to see if you have increased the number of
revisions you are retrieving. My history was slow recently and I realized
I had changed the pref to get 500 entries as opposed to 25 and forgot to
change it back.
