It does let you change the root URL, but generally you should not need to
do this, and doing so would not have the effect you desired. The root URL
is needed for some internal API reasons. The URL you enter when creating
the connection is what defines the URL's you can access in the repository.
 Generally, I'd recommend that both URL's be the root URL, but with some
repositories, such as the Apache repository, you might want to restrict
yourself to a specific area for performance.
